Most video files are far bigger than they need to be. A phone films at a bitrate meant for editing rather than sending, so a two minute clip can easily run past 200 MB. Gmail stops at 25 MB. WhatsApp stops at 16 MB. That gap is the whole reason this page exists.
The tool re-encodes your file at a lower bitrate, and it does that work inside your browser instead of on a server. Nothing is uploaded. That is the part most online compressors get backwards, because they need your file on their machine before they will touch it, which is a poor trade when the footage is a client call or anything else you would rather not hand over.

No. Your browser reads the file off your disk, re-encodes it and hands it straight back. You can check this yourself: disconnect from the internet once the page has loaded and the tool carries on working.
It depends almost entirely on the original. Phone footage and screen recordings are generously encoded and often drop by half or more. A file that has already been compressed once has far less left to give and may barely move. If the saving disappoints, lower the resolution rather than the quality, since that is where the real reduction comes from.
